aivannaisteollisuus on ollut viime
vuosina kaikkien huulilla – niin
hyvässä kuin pahassakin. Kaiken
taustalla on alan vahva kasvu, vi-
reillä olevat lukuisat hankkeet ja tietenkin
jo avatut kaivokset erityisesti Pohjois-Suo-
messa ja Lapissa. Keskustelussa vaihtele-
vat vuoroin uhat ja mahdollisuudet, riippuen
keskustelijasta ja näkökulmasta.
Keskeisimmät kaivostoiminnan uhkateki-
jät liittyvät ympäristökysymysten riittävään
huomioimiseen, sosiaaliseen hyväksyttä-
vyyteen ja yhteiseloon muiden elinkeinojen
kanssa. Talvivaaran tapahtumista ei tule
maalata mörköä vaan ottaa opiksi – meidän
on Suomessa aidosti profiloiduttava kaivos-
alan ympäristöosaamisen mallimaaksi. So-
siaalinen hyväksyttävyys hankkeille saavu-
tetaan vain siten, että paikallisille asukkaille
ja yhteisöille voidaan taata riittävä hyöty
maaperän rikkauksien hyödyntämisestä.
Elinkeinojen yhteensovittaminen on taas
mahdollista aidolla ja riittävän aikaisessa
vaiheessa aloitettavalla dialogilla – siitä Kit-
tilä on malliesimerkki.
Alan mahdollisuudet niin aluetasolla kuin
kansallisestikin ovat mittavat. Avautuvat
kaivokset tarjoavat paitsi työtä ja elinvoimaa
alueille, niin myös merkittävää potentiaalia
alihankintaosaamisen sekä uusiin innovaa-
tioihin perustuvan liiketoiminnan kehittämi-
seen. Ja kun puhumme julkisen talouden
kestävyysvajeesta, pitää muistaa, että kaik-
ki tämä tulee ulkopuolisella pääomituksella.
Kaivostoiminta pitää sisällään siis niin
uhkia kuin mahdollisuuksiakin. Olisi kuiten-
kin hyvä muistaa, että asiat eivät ole musta-
valkoisia. Vanha viisaus, jonka mukaan uhat
tulee torjua ja mahdollisuuksiin tarttua, pi-
tää paikkansa keskusteltaessa myös kaivos-
toiminnasta ja sen tulevaisuudesta.
Edellä todetulla lähestymistavalla kai-
vosteollisuuden näkymät ovat Lapissakin
positiivisia. Tällä hetkellä alan kehitysnäky-
miin toki vaikuttaa globaali taloustilanne ja
sen heikot näkymät, mutta kallioperämme
rikkaudet jaksavat kyllä odottaa suhdanne-
vaihteluiden muutoksia. Suurempi ja akuu-
timpi huolenaihe liittyy mineraalivarojemme
tutkimiseen ja malminetsintään, jossa on
viime aikoina ollut havaittavissa hyvin koti-
kutoista jarrutusta.

opportunities in Lapland
T
he extractive industry has been on
everybody’s lips in recent years - in
good and in bad. This is all due to
the strong growth taking place in the
industry, numerous pending projects and of
course the mines that have already been
opened especially in Northern Finland and
Lapland. The topics taken up in public vary
from threats to opportunities, depending on
the speaker and viewpoint.
The most prominent threats in the mining
industry are related to the ability to take
environmental issues sufficiently into consi-
deration, and to social acceptability and co-
existence with other trades. The incidents
that have occurred in Talvivaara should not
be exaggerated but instead we should learn
from them. Finland must genuinely create a
profile as a model country in environmental
expertise in the mining sector. Social accep-
tability for projects can only be achieved by
ensuring that local inhabitants and commu-
nities can benefit sufficiently from the exploi-
tation of the riches of the soil. Co-existence
between trades in turn is possible through
genuine dialogue started at a sufficiently
early stage. A good example of this is Kittilä.
The sector offers vast opportunities both
at the regional and national level. The mi-
nes to be opened offer not only employment
and regional vitality, but also significant po-
tential to develop subcontracting expertise
and new, innovative business. And when we
talk about the sustainability gap in public
economy, we should remember that mining
is funded through external capital.
Mining operations thus involve both thre-
ats and opportunities. We should remember,
however, that things are not black and white.
According to an old wisdom, we should fight
threats and grasp opportunities. This is also
true when we talk about mining and its fu-
ture.
With the above approach, the outlook of
the mining industry looks positive in Lap-
land, too. Of course development prospects
are currently affected by the global econo-
mic situation and its poor outlook. However,
the riches awaiting in our bedrock will wait
until the economic situation turns better
again. A greater and more acute concern is
related to ore prospecting and the surveying
of our mineral resources, where largely self-
induced problems have been encountered
in recent times.
Permitting large-scale ore prospecting
and an inventory of our national assets
should be self-evident even with common
sense. However, we have encountered
strange problems in ore prospecting in
some projects particularly with regard to
nature conservation areas. The most curio-
us thing here has been the lack of dialogue
between different state authorities. The sta-
te mining permit authority issues a permit
for ore prospecting, after which the state re-
gional environmental authority and the par-
ty responsible for state forest management
complain about the permit.
We should get rid of these self-induced
problems once and for all. We should still
keep in mind that ore prospecting is not
nearly the same as actual mining, because
its social and environmental impacts are
usually almost non-existent. Of course we
have to deal with conservation issues sepa-
rately if the projects materialise into actual
mining operations at some point. However,
end should never justify the means.
With these thoughts reflecting faith in
the future, we can head towards Levi in a
positive spirit. This is the ninth Fennoscan-
dian exploration and mining conference.
The small mining meeting that the Regional
Council of Lapland summoned at the turn of
the millennium has grown into an internatio-
nal conference where experts and partners
from all over the world meet. Lapland and
Levi in Kittilä provide an outstanding, fasci-
nating setting for the conference: the natu-
re of Lapland and the largest gold mine in
Europe coexist in perfect harmony close to
the conference venue.
